REFORMS on customs supervision that were tested in Shanghai’s pilot free trade zone have been extended to four districts in the city.
 
The Pudong New Area as well as Songjiang, Putuo and Xuhui districts have been chosen to apply the selected measures based on the actual conditions and character of each district, Shanghai Customs said in a media conference yesterday.
 
As home to many trade businesses, Pudong will gain from measures such as allowing goods to enter the area before going through declaration procedures, enabling companies to transport goods in their own registered vehicles, and a centralized declaration of imported and exported goods, said Zheng Jugang, deputy chief of Shanghai Customs.
 
Putuo’s edge in the modern logistics industry will see it benefit from the measure allowing companies to engage in exhibitions and transactions of bonded goods, Zheng said.
 
Since the FTZ was set up on September 29, last year, Shanghai Customs has unveiled 23 reforms to cut clearance costs, enhance efficiency of the customs process and diversify customs services in the zone.
 
These measures shave clearance time for imports in the zone by an average 41.3 percent and by 36.8 percent for export clearance, the customs said.
 
The simpler customs process have boosted trade because in the first eight months of this year exports from the zone surged 10.1 percent from a year earlier, and imports rose 8.9 percent.
 
The General Administration of Customs, China’s customs regulator, has started to extend these reforms to special economic zones countrywide and will soon promote them to areas beyond these zones.
